2. Stir in the onion and celery and saute for 5 min.
3. Add the juice from the canned clam sand potato. Add just enough broth to cover the vegetables and bring to a boil. Cover,
lower heat and simmer for 20 minutes or until vegetables are fork tender.
MEANWHILE:
1. Melt the butter in a large saucepan.
2. Add flour and stir constantly for 2-3 minutes.
3. Whisking constantly, slowly add the warmed Half&Half.
4. With frequent stirring, cook until the mixture is smooth and thick, 3-4 minutes.
5. Add the vegetable mixture with its liquid, the canned clams,salt and pepper.
6. Add the live clans and steam until shells fully open. Discard any clams which do not open.
7. Serve with parsley garnish.
