Begin by mixing the sugar, butter and eggs in large mixing bowl, then stir in milk and vanilla. Sift together the flour, baking powder and salt in medium mixing bowl. Mix the dry ingredients a little at a time into the sugar, butter and egg mixture. Mix well. In a separate mixing bowl, mix together all the topping ingredients. Pour half of the batter into a greased 9x13 baking dish, and top with half of the topping mix. Repeat this process with the second half of the batter and topping.
Cover with plastic and refrigerate up to 24 hours. Bake at 375 degrees for 20 to 25 minutes.
