Sweat garlic and shallots in butter over medium heat with a pinch of salt. Add corn and continue to cook another 2-3 minutes. Mix in the cayenne and paprika, cook another minute. Add cilantro stems and remove the corn from heat. Adjust seasoning with salt. Cool in refrigerator. Reserve 1/2 cup corn, puree the rest in blender.
Batter:
Mix egg, milk, sugar, and pureed corn. In a separate bowl, sift together the dry ingredients. Fold the dry mixture into the we mixture until combined. Mix in reserved corn mixture, jalapeno and scallions. Whisk in melted butter and combine.
Heat a griddle to medium low. Spoon on the batter. Cook until bubbles rise on the edge of the fritter. Flip and cook another 2-3 minutes. Fritters will begin to rise and should be moist on the inside, but not runny.
