Boil potatoes.
Fry onions, then beef till brown. Add carrots and celery till soft.
Add flour, tomato purée, Worcestershire sauce and stock. Simmer for 20 minutes until thickened.
Mash potatoes with butter, cheese, mustard and salt.
Put beef in dish, top with mash and put in oven for 30 minutes.
Boil broccoli.
