Preheat oven to 350 degrees.
Spray a 9 inch pie pan with vegetable cooking spray.
In a medium bowl, combine Neufchatel, mozzarella, Parmesan, mayonnaise, onion, garlic powder, and 1 tsp of the chopped parsley, if using. Mix to combine thoroughly.
Stir in hearts of palm and roasted red pepper. Spread in prepared pie pan. Bake until cheeses have melted and edge has lightly browned, about 20 to 25 minutes.
Sprinkle with remaining 2 teaspoons of chopped parsley if using. Serve warm, with crackers if desired.
