Suggest a better descriptionIn large pot over medium heat, combine broth, water, and chicken. Bring just to boil. Stir in rice. In medium sauce pan melt butter. Add flour, salt and pepper to butter. Slowly add to broth mixture stirring constantly. Cook until thickened. Slowly add cream and heat through. Do not boil.
