In a bowl stir together flour, baking powder, baking soda, sugar, cream of tartar, and salt. Cut in butter until mixture resembles coarse crumbs. Make a well in the center and add buttermilk. Stir until dough clings together.
On a floured surface, knead dough gently for 10 - 12 strokes. Roll dough to .5 inch thickness and cut with a biscuit cutter.
Transfer biscuits to a baking sheet and bake in a preheated 450 oven for 10-12 minutes. Serve warm, makes about 10
