Butter tortillas lightly on both sides. In a large frying pan simmer meat until no longer pink; drain in colander. Add onion, salt, chili powder, tomato sauce, and water. Add drained corn, beans, and olives. Layer tortillas with skillet mixture and cheese, ending with meat and cheese on top. Cut through with a large spoon several times to break up the tortillas a little. Add more cheese. Bake in covered casserole dish for ½-hour at 375°.
