Heat oven to 375F. In bowl, mix first 8 ingredients until combined. (Mixture should not be smooth)
Form into small balls. Arrange balls on lightly greased baking sheet; lightly coat balls with cooking spray. Bake 15 minutes on each side,or until browned. Remove; let sit 5 mins. Place either cucumber slice or cherry tomato on top of each; skewer each with cocktail spear.
Lay baby spinach and sprouts on plate and arrange falafel skewers on top.
