Combine oil, garlic, chili powder and pepper in a small bowl. Spread evenly over both sides of chicken. Grill chicken on preheated grill 5 inches from heat source. Grill until chicken is cooked through. Combine 1 cup cheese and mayonnaise in a small bowl; set aside. Place bread around edges of grill or broiler rack; toast lightly on one side. Turn; spread untoasted side of bread evenly with cheese mixture. Return to grill or broiler, cheese side up, and cook 2 minutes, until cheese begins to melt. Place chicken on melted cheese; top with salsa. Sprinkle with remaining cheese.
