1. Remove seeds and stems from chilis and break into 1-inch pieces.
2. Toast over medium-high heat for a couple minutes (until fragrant).
3. Put into bowl with beef broth, and microwave for 2 minutes. Allow to steep for about 5 minutes.
4. While peppers are steeping, sauté onions in oil for 5 minutes; add garlic and sauté for another minute.
5. Reserve half of onion/garlic mixture for filling.
6. Add tomato paste and cumin to remaining mixture and cook for about 5 minutes; remove from heat.
7. Put mixture, steeped chilis (including liquid), and chipotles in adobo into blender and blend until smooth.
8. Heat oil in pan and start frying ground beef.
9. Add salt, cumin, and coriander and cook about 2 minutes.
10. Add reserved onion/garlic mixture and cook until there is no pink.
11. Move to bowl and mix with 1/4 cup of the blended sauce, cheese, and cilantro.
12. Brush both sides of each tortilla with oil, and place on sheet tray in 400 degree oven for 5 minutes until softened.
13. Spread 1/2 cup of blended sauce on the bottom of a 9x13 baking dish.
14. Roll tortillas - add 1/4 cup of filling to each tortilla and roll, placing them seam-down in baking dish.
15. Top with remaining blended sauce and then cheese on top.
16. Bake uncovered in 400 degree oven for about 15 minutes, until cheese is lightly browned.
17. After cooling for 10 minutes, top with cilantro and onions.
18. Serve with sour cream (optional).
