A dish my Dad made on a whim. Simple and easy if you like soy sauce.
Brown Ground Beef in a large skillet on medium heat. Add onion, potatoes, & water. Cover. Cook until potatoes are almost done (firm, but can easily put a fork through them). Add green pepper and soy sauce to taste. Reduce heat and simmer until green pepper reaches desired texture. Serve over hot rice.
Careful not to let the liquid evaporate so much that there is no sauce left. Adjust heat if necessary. Add soy sauce about 1/4 cup at a time. We like it really salty, others may not.
