Prepare crust first by preheating oven to 325 degrees. Mix crust ingredients together and press thin in a 9 1/2 x 11 1/2 inch pan. Bake for 20 minutes.
Beat well all filling ingredients except the baking powder with an egg beater. Let stand until just before the crust is finished. Add the baking powder and beat into mixture.
Take crust out and pour mixture over hot crust. Bake 30 minutes more at same temperature.
Remove from oven, let cool, cut into squares and dust with powdered sugar. Decorate with colored sugar or sprinkles.
