Suggest a better descriptionRinse rice and cinnamon stick with water. Soak rice and cinnamon sticks in 4 cups water for at least 4 hours in a large bowl.
Put rice and cinnamon water into blender. Blend on medium for a few minutes. Pour through a strainer.
Return to blender. Add can of evaporated milk, vanilla, 12 ounces of regular milk, Splenda and more water.
You might have to divide in half if it does t fit in the blender.
Add more water to thin it out if needed. Add more Splenda if needed to taste.
Skim off foam. Put in fridge to get cold.
