Spoon or pour flour into dry measuring cup.Level off the pour onto square of waxed paper.Add soda and salt :stir well to blend.Cream shortening sugar and vanilla thoroughly .Add corn syrup and mixed it with boiling water and mix well.
Add dry ingredients :mixing well.
Boats:-
Roll out dough on light floured surface to 1/8" thickness.Cut 9 circles using 3 1/2" round cutter .Lift circles with metal spatula and place over bottom of inverted custard cups.Pinch edge of dough all around to fit dough snugly to cup.Using straw or wooden skewer make a hole in centre of bottom.Place cups on baking sheet for easier handling and bake at 375F for about 10 minutes.Remove from cups when cold.
For Sails:-
Cover a cardboard tubes (saved from box of waxed paper or foil) with a sheet of foil large enough to cover roll and to tuck an ends.Support tube in a cake racks.Gather scraps of dough into a ball and roll out to 1/8" thickness. Cut nine 3" 1 1/4" rectangles.Place 4 or 5 strips over a foil covered tube.Using straw or wooden skewer make a whole in each end of dough strips 1/2" from edge.Bake at 375F for about 10 minutes.To prevent tubes from rolling over during baking support in rungs of over rack.remove from tube when cold .Bake remaining strip.
To assemble:-
Enlarge holes in a boat and sails.if necessary.By scraping carefully with a sharp pointed knife.Holes should be just large enough to pass straw through.Pass one end of straw through sail.place other end of straw in hole in a boat and support upright with one hand while filling boats with small candies.Make faces on lollipops using white icing and decorating tube. Place 3 lollipops in each candy -filled boats.(Cut lollipops stick if too big)
