Cream the sugar and shortening. Add beaten eggs, milk, orange rind and vanilla. Mix flour with baking powder and spices. Add to liquid mixture a little at a time. Add cocoa. If mixture is still sticky after all dry ingredients are added, add a bit more flour a little at a time until dough is firm but not too hard. Roll in to roughly 2 1/2 inch balls, place on greased cookie sheet. Bake at 350 degrees 10 to 12 minutes. Makes about 12 dozen.
