Sift flour, baking powder & salt together in a bowl. Set aside. In microwave melt butter & shortening together in a bowl. Beat the melted butter & shortening together until it is completely incorporated, about 2 minutes. Add granulated sugar & mix well. Add eggs, mixing well. Mix in the 2 teaspoons of anise extract. Add flour mixture to the creamed mixture slowly, until fully incorporated. Don't over mix. If the dough is too sticky to roll in the palm of your hand, add a little flour. The dough should be very soft!
Roll cookie dough in small balls 3/4" & place on ungreased cookie sheet. Bake at 375 degrees for 8-10 minutes. Bottoms of cookies should be slightly browned but tops should remain light in color. Remove cookies from cookie sheet immediately & move to a wire rack, cool completely before glazing.
For the glaze:
Slowly mix milk with powdered sugar & anise extract. The glaze should be thick to adhere to the cookie. Dip the top of each cookie into the glaze. Sprinkle each cookie with colored sugar & leave them to dry .
