1) Put a large pot of water on to boil for the pasta.
2) Preheat oven to 425 degrees.
3) Place meat in a large mixing bowl. Make a well in the meat. Fill well with egg, bread crumbs, Parmesan cheese, bell pepper, onion, garlic, tomato pasta, salt and pepper. Mix meat and breading, and form 4 individual oval meat loaves, about 1" thick.
4) Coat loaves with 2 tablespoons Olive Oil and arrange on a baking sheet. Roast until done, 18-20 minutes. Remove meat and switch oven heat to broiler.
5) When the pasta water comes to a boil, add the cavatappi and cook until slightly undercooked--pasta will continue to cook in the sauce. Drain.
6) For the mac 'n cheese, melt butter in a large oven-safe skillet over medium heat. Add in the flour to form a roux, then add the milk. Bring to a bubble. Cook to thicken, and then add the Asiago, Parmigiano Reggiano and black pepper to the sauce. Combine pasta with cheese sauce. Place bread crumbs in a small bowl, and mix with olive oil, thyme, rosemary and parsley. Stir to combine, and top the pasta with the bread crumb mixture.
7) Put skillet under broiler to brown the bread crumbs.
8) Serve meat loaves with a side of mac 'n cheese, and spinach.
