Put cream cheese and butter in a large bowl, microwave for 30 seconds. Stir until smooth. Add the cheesy potato warm dip mix, sour cream, milk, garlic pepper, onion onion, 1 cup shredded cheese and hash browns, stir well. Spoon potato mixture into greased 9x13 pan. Place tin foil over top and bake at 350 degrees for 25-45 minutes;sprinkle with bacon, green onion, and remaining 1/2 cup cheese. Do not put the tin foil back on. Return to oven and continue backing until cheese is melted, about 5-10 minutes more.
