Grease 2 mini muffin pans.
Cook macaroni, drain and set aside.
In a large sauce pan, melt butter using medium heat. Whisk in flour and cook about a minute. Then whisk in milk and boil for 3 minutes, whisking occasionally until thick. Stir in cheddar cheese and 1/2 cup parmesan cheese. Remove from heat. Stir in egg yolks and pepper to taste. Stir in cooked macaroni. Spoon in mixture into muffin tins. Bake for 10 minutes until golden brown. Sprinkle with remaining parmesan cheese. Allow to cool about 8 to 10 minutes and carefully remove from muffin tins. Serve warm.
