Preheat the oven to 375 degree F. Heat the maple syrup, sugar, and butter until just short of boiling. Remove from the stove and add the dissolved baking soda and water. Let cool, then add the oats, salt, and enough flour to roll out. Roll to about ¼-inch thick and cut with a cookie cutter. Bake for 8 minutes, or until lightly browned. Makes about 3 dozen cookies.
