Slice the scallions thinly and mince the garlic. Juice the lemons or limes into a large baking dish and add the soy sauce, peanut oil, brown sugar, and fruit juice/honey/maple syrup. Whisk until blended and then add the scallions, ginger, red pepper flakes, dried parsley/oregano and garlic. Add the flank steak and coat well. Marinate the steak at room temperature for 20-30 minutes, turning occasionally. Heat the grill to high. Remove the steak from the marinade and season with salt and pepper. Grill the steak, turning once, for about 4-6 minutes per side for a perfect medium rare.
