Put the spices into a saucepan with the water. Bring to a boil, add the tea and turn down the heat to low and simmer for 7 minutes. Stir in the condensed milk and ginger powder, bring back to a simmer for 3 minutes. Strain through a fine strainer and serve, adding more sugar to taste.
