Lightly grease 9 x 13 baking pan
Boil potatoes until tender - about 20 minutes - drain
Mash potatoes with 3 oz butter, sour cream, salt and pepper. Mash in chives. Taste and adjust seasoning if needed. Spread potatoes into the prepared pan. Cover and refrigerate for up to 3 days.
In a small bowl, combine the remaining 1 tablespoons butter and bread crumbs. Mixture can be refrigerated for 3 days.
Heat oven to 400 F. Sprinkle crumbs over top of potatoes and bake until golden and crisp - 30-40 minutes
