Whisk together all glaze ingredients in a bowl and set aside.
Preheat oven to 325 degrees. Line a baking sheet w parchment paper.
In a food processor or blender, finely grind oats. Transfer to a large bowl along w the egg, milk, salt, black and cayenne peppers and cumin. Stirring to combine.
In the same food processor, add onion, carrot, celery, and garlic and pulse until finely chopped.
Add chopped vegetables, ground beef, parsley and thyme to oatmeal mixture. Gently toss until combined. Do not overmix.
Form a mixture into a rectangle or oval about 8x4x3 inches and place on prepared baking sheet. Bake 10 minutes, then spoon or brush on glaze. Return meatloaf to oven and bake 50 minutes, until instant read thermometer registers 155 degrees or until juice runs clear. Let rest 15 minutes before serving.
