Combine flour, soda, salt and cream of tartar in a medium bowl. Add to creamed mixture, beating well. Shape dough into 1 inch balls and place on ungreased cookie sheets. Flatten with bottom of glass dipped in sugar (dip glass in dough first, so sugar will stick). Bake a 350 degrees for 8-10 minutes.
