Preheat oven to 350
Combine flour, sugar, salt and baking powder.
Place oil in a 1 cup measuring cup and add egg and milk to reach the top. Add to flour and mix.
Put into muffin tin
Mix sugar, flour, butter, and cinnamon and pour over muffins
Bake 20 minutes
