In a big bowl, stir together the chili jam, fish sauce, sugar, and chili powder until they form a sauce. Add the minced chili, scallion, green onions, cilantro, and lime juice. Toss to coat. Fold in garlic, peanuts, and crispy rice and quickly toss once more before plating. Garnish with cilantro and serve immediately.
