Preheat oven to 350 F. Combine raisins and first sugar in a bowl. In a separate bowl, combine flour, second sugar, baking powder, soda and salt. Cut in shortening then add orange rind, orange juice and eggs. Mix until just blended then fold in raisins. Pour into 2 loaf tins and bake for 60-65 minutes.
