In a pot over medium high heat, add butter and melt. Whisk in the flour and cook for a minute. Reduce the heat to medium, and add milk, heavy cream, salt, mustard and pepper. Whisk until it begins to bubble. Reduce to low and add the white cheddar. Stir until melted.
Add the cooked pasta, stirring until combined. Allow to sit about 5 minutes to thicken. Season with salt & pepper.
