Cook Ground beef, onion and garlic in a large pot. Add sauce, broth water,celery, sugar, salt and pepper. Boil. Reduce Heat and simmer for 20 mins.
Stir in Rotel, bean, carrots and cooked Macaroni. Simmer 10 mins. Serve. Great to freeze.
