Suggest a better description1. To make the Dough, mix the first 6 ingredients together in a clean bowl. Divide and roll into 12-13 even balls.
2. To make the filling, in a pan, saute garlic & onion with the achiote oil. Add in the chile until slightly toasted. Add in the ground beef. It will first release all the water in the meat. Continue cooking until the juice reduces and the meat will bring out its own oil and brown the meat. Add salt & pepper to tastes. Add bread crumbs to slightly thicken and help reduce the oil (note: you do not need to use all the bread crumbs add only until desired consistency is achieved). Set aside to cool.
3. Pre-heat oven to 350 degrees F.
4. Take a dough ball and flatten to form a round dough about 6 inches in diameter and about 1/8 inch thick. Although it is better to have a thinner crust you need to keep it thick enough to hold the filling. This is by trial & error. Take about 1 tablespoon of filling and place it on one side of your flatten dough. Fold over the other half to cover and envelop the filling. Using a fork pinch the edges through to close the dough. Arrange your Pati on a baking sheet lined with parchment paper. Brush the top with egg wash.
5. Bake in the oven for 30-40 min or until golden brown.
