In large bowl mix together flour, oil, sugar, cinnamon & nutmeg until crumbly. Remove 1/2 cup mixture; set aside. Add remaining ingredients except pie filling. Stir until just mixed. Pour batter into oiled & floured 8" baking pan. Spoon filling evenly over top of batter. Sprinkle with reserved crumb mix. Bake 50 minutes or until cake tests done with wooden pick. Serve warm.
