1. Conmbine chiles and 1/2 cup hot water and let sit unitl softened. Heat oven to 325 degrees. Process chiles, ginger, garlic, paprika, cumin, tea, slat, pepper, cayenn, cinnamon, cardomom, cloves and nutmeg unitl smooth paste forms, 1-2 minutes. Add reamining water (or water from chile soak). Blend at high for 1 minute. Stir in pork.
2. Heat oil in dutch oven over medium heat. Add onion and cook unitl golden. Add pork and cook until bubbling, about 2 inutes. Cover and transfer to oven for 40 minutes. Stir in vinegar. Cover and cook aonther 40-50 minutes.
