Mix beef, evaporated milk, breadcrumbs, ketchup, worcestershire, salt, and pepper and shape into a loaf in the center of a large baking dish.
Place vegetables in layers around the meatloaf. Season with salt and pepper.
Cover pan tightly with foil. Bake for one hour or until vegetables are tender. Uncover and bake 10 more minutes to brown the top of the meatloaf.
