2. Place potatoes in a pan of water with the salt and sugar.
3. Bring to a boil and cook for 10 minutes, or until they are half cooked.
4. Combine the sour cream with the stock, garlic and the chipolte salsa in a bowl.
5. Arrange half the potatoes in a flameproof casserole.
6. Pour half the sour cream sauce over the potatoes and cover with goat cheese slices.
7. Top with the remaining potatoes and sauce.
8. Sprinkle with cheddar cheese and then parmesan cheese.
9. Bake in over for 30 minutes, or until potatoes are tender and the cheese topping is lightly golden brown and crispy in places.
