In a large saucepan, melt butter over med-high heat. Add onion and garlic, cook 3-5 mins or until tender, stirring occasionally. Stir in the crushed red pepper; cook 1 min. Add broth; bring to a boil. Stir in orzo or rice. Reduce heat and simmer, covered, about 10 mins for orzo or 40 mins for rice, or until tender.
In a jar, combine half & half and flour. Cover; shake well to combine. Stir into orzo / rice mixture; cook and stire until slightly thickened and bubbly. Stir in pumpkin; heat through. To serve, sprinkle each serving with cracked black pepper; top with red pepper strips.
