In a dutch oven, cook turkey, onion, and garlic in hot oil over medium heat until turkey is cooked through. Add chili powder, cumin, and tomato paste; cook 2 minutes. Add tomatoes, beans, broth, beer, salt, and pepper. Bring to a boil, reduce heat, and simmer for 30 min. Substitute more broth for beer, if desired.
