1. In a medium bowl, mix together the salmon, scallions, bread crumbs, eggs, parsley, Italian seasoning, and lemon zest. Form the mixture into 6 patties about 1/2-inch thick.
2. In a large nonstick skillet over medium-high heat, heat the olive oil until it shimmers.
3. Add the salmon patties. Cook for 4 min per side.
4. While the salmon cooks, in a small bow, whisk the yogurt, dill, capers, and sea salt. Spread the sauce on the buns top with patties and serve.
