Confit the garlic cloves in 150ml of olive oil by heating the oil gently for 30 mins. Remove the cloves and tip into a food processor with the remaining olive oil and the rest of the ingredients and blitz.
Taste and add more lemon, lemon anchovy or olive oil to taste
