Quarter and peel the potato3es and place in a heavy 5 quart pan with the garlic. Cover with 2" water and bring to a boil with lid on. Boil the potatoes and garlic for 25 minutes or until tender when pierced with a fork. Drain in a colander, return to pan and mash. In a small bowl, beat the cream cheese, sour cream, and cheddar cheese together and add to the mashed potatoes. Add the scallions and pepper and then place the mashed potato mixture in a buttered 4 quart casserole. Dot with butter, sprinkle with paprika and over with a lid or aluminum foil. Bake for 65 minutes.
