Combine sugar and syrup in 3 quart sauce pan. Cook over moderate heat stirring frequently.
When mixture bubbles, remove from heat. Stir in peanut butter - mix well.
Add Rice Krispies, stir until well-blended.
Press into 9x13 pan.
Melt chips together in microwave on 50% power, and spread over bars.
Let sit until cool.
