whisk soy sauce, oils, vinegar, scallions and cilantro together.
cook bell pepper and snow peas in a bit of oil and garlic. salt and pepper. saute just for a few min.
roast sesame seeds.
Add noodles, snow peas, bell pepper and toss to coat.
