Heat oil in skillet over medium-high heat.
Add garlic, diced carrots, and diced onions, cook until tender.
Add turkey or ground beef, thyme and cook through. Drain fat.
Add ketchup and cook until caramelized. Combine flour and broth mix till smooth, add to pan.
Stir in peas and season with salt and pepper. Cook till slightly thickened.
Place in pie dish set aside.
Cook potatoes with skins left on till soft, drain, mash, add milk and scallions, and cheddar cheese, season with salt and pepper.
Spread potatoes over shepherd pie filling. Bake in oven 10 to 15 minutes or until lightly brown on top.
