Cook beef and onion in a large skillet over medium-high heat stirring frequently until browned, drain, do not rinse.
Stir in soup, vegetables, ketchup and pepper. Mix together. Move mixture into 9 inch pie pan.
Prepare instant mashed potatoes as directed and spread over top the beef mixture.
Bake at 400° for 20 mins.
