In a large resealable plastic bag, combine oil, soy, vinegar and garlic powder; add beef. Seal bag and turn to coat; refrigerated for at least 1 hour.
Drain and discard marinade. On 8 metal or soaked vegetable skewers, alternately thread beef pieces and veggies.
Grill, covered, over medium-hot heat or broil 4-6 inches from the heat for 8-10 minutes or until the meat reaches desired doneness, turning occasionally.
