Add herbs, garlic and onion.
Cook until caramelized.
Add wine and cook until almost dry.
Add cream and pepper, bring to a boil.
Add bullion. Simmer until cream thickens.
Add cheese and stir in to melt.
Slice potatoes 1/4 inch thick and mix with sauce.
Pour into a 2 quart casserole, cover, and bake 400F for 1-1/2 hours.
Remove cover and bake 10 minutes until top is golden brown.
