1. Spray large skillet with cooking spray and place over medium heat. Brown beef, and drain any grease
2. Mix in onion and celery. Cook for 2-3 minutes
3. Stir in tomato sauce, catsup, vinegar, Worcestershire sauce, mustard, and brown sugar. Bring to a simmer and then turn heat to low. Cook for 15 minutes, or until sauce has thickened.
4. Toast sandwich thins (if using). Spoon 3/4 cup of sloppy joe to each plate to serve.
