Combine ground beef, eggs, 3 tbsp ketchup, onion soup mix, steak seasoning, milk, bread crumbs and sage in bowl and mix well by hand.
Form mixture into a round loaf and place in the center of the crock pot, making sure there is space between loaf and the edges.
In a small bowl, combine 1/4 cup of ketchup, brown sugar, mustard, Worcestershire sauce and chili powder. Stir until smooth.
Spread mixture over loaf.
Cook on low for 6 to 8 hours, or on high for 4 hours.
