In a liquid measuring cup, use a whisk to whisk the soy sauce, sesame oil, and red pepper flakes until combined. Set aside. Place a saute pan or skillet over medium-high heat. Add the oil and heat it until it shimmers and moves easily around the pan. Add the green beans, cooking them in batches if your pan cannot hold all of them at once. Using tongs, move the green beans around the pan so each is coated with some oil. Cook for about 10 minutes, stirring constantly until the green beans are tender but not overly cooked. Just before you are ready to take the beans out of the pan, add the garlic, ginger, and almonds if using and cook for 30 seconds more or just until you can smell the garlic. Repeat with the remaining green beans as needed. If you've cooked the green beans in batches, return them all to the pan. Pour the sauce over the green beans and stir to coat them well. Taste and season with salt and pepper.
